Tipperary Submission Now Live on Constitution.ie

After a long day on September 15, a group of people gathered in LIT Tipperary (Thurles Campus) knocked out a 5 point submission to the Constitutional Convention that pinpointed the lack of focus on NATIONAL ISSUES in our ‘general’ election, a key point in the state of ‘chasis’ in which the country is now in.  This submission is now live on the official website of the Convention, having been formally submitted. Tipperary Political Forum – Submission to the Constitutional Convention

The Tipperary Political Forum, took place today, on SATURDAY, SEPTEMBER 15TH 2012, at THURLES ‘LIT Campus’, attended by over 30 people who gave their free time to participate at this event.

Having listened to presentations by Ciarán Lynch (Development Manager, LIT Tipperary), and by Professor David Farrell, (Head of School of Politics and International Relations, UCD), participants at the Forum discussed two questions:
1. What are the current Challenges in the system?
2. What Solutions/Improvements can be found for these challenges?

Following world café style group discussion, the Tipperary Political Forum would like to make a submission to the Constitutional Convention, on the topic of Political and Electoral Reform:
The Forum would like the CONVENTION, to keep the following issues and proposals, as they go about their work, and to consider the 15 proposals we have made:

1. NATIONAL ELECTIONS SHOULD BE MORE POLICY BASED
PROPOSED RESPONSES:
Use a list system to give prominence to national issues
Reduce the number of politicians
Reform the Seanad – use as pool of sectoral expertise, & input from Community/Voluntary groups.
Reform local government – properly fund and resource local government.

2. NEED FOR GREATER EXPERTISE OF POLITICIANS
PROPOSED RESPONSES:
Need for formal education/training for politicians
Citizens’ forums to be held in every electoral area, this would give prominence to national issues at local level.

3. LACK OF VISION/LEADERSHIP
PROPOSED RESPONSES:
Creating a “New Proclamation for a New Ireland” which would give voice to shared values/ideals
Regular accountability of politicians to Citizens Forums, which would be set up on formal basis

4. LACK OF ACCOUNTABILITY
PROPOSED RESPONSES:
Penalties for corruption
National Politicians should report back to local Citizens’ Forums each year.
Accountability for how much time politicians spend in the chamber (penalties should apply – e.g. cut expenses)
If government deviate from election manifesto, a mechanism should kick in.

5. CHANGE THE POLITICAL CULTURE OF THE PEOPLE
PROPOSED RESPONSES:
Have open elections to the Seanad (include vocational and voluntary groups)
Further Reduce number of members of the Dáil
Citizens Forums to be held at constituency level to inform people
